Heat the oven to 200 degrees. Finely chop the onion and garlic and fry in a frying pan with a little oil. Cut the bell pepper and mushrooms into small cubes and add to the pan.
Add the (vegetable) minced meat and fry for a few minutes. Meanwhile, cook the chicory stalks in a pan with the lemon juice for 3 to 4 minutes. Remove from the pan and drain well. Halve the chicory and cut out the hard inner part.
